The program is shelved for now. I would bet that it will come back eventually. With respect to stock pipes, you can still be stopped for loud pipes depending upon the aftermarket pipes that you have. They could write a fix it ticket which would require you to put the stokers on to remedy.

Either way it is a good idea to keep the stock pipes!
No Walt I did not hear about San Francisco rousting bikers about their pipes. I will look into it and if it is happening, I will write a story about it. I ride Frisco a lot and have never had any problems.

The actual pipe laws are that you are not supposed to modify your stock exhaust system, and if you replace your pipes, they have to be with "EPA" certified pipes. I have never seen a set of aftermarket pipes with a EPA certification on them.

I am glad I kept the Stock Pipes for my Electra Glide!
This law is the dumbest law to date! The state is laying off workers to meet budget, wanting to release prisioners to meet budget! NOW THEY WANT TO PASS A LAW TO TEST MOTORCYCLES FOR emissions? Most biker's ride for pleasure! I live in Florida and I only ride 5,000 miles a year! That's about adverage. How much polution could I put in the air at 5,00 miles a year? I guest my 95" Deuce must put out alot of emission's while sitting in my garage under the cover on a battery tender!!

The new budget calls for closing 50 state parks, and laying off 1500 to 2000
park workers. I think that would reduce emissions greatly! However we want to test motorcycles to make sure the have stock exhaust!! Another great idea!

Thanks for the update. I was reading the AMA site about this and couldn't quite figure out what they meant by changing the bill. If you read, even a little bit of the text of the bill, you can see that it is mostly about how to implement smog check stations for motorcycles. Changing it so smog checks aren't required would make the bill useless.

I'm a little confused about this. I read the amended bill, and the only thing that has changed from the previous amendment is that they will now pay your a max of $500 if you agree to scrap your bike for not passing the smog check. Can someone clarify this? I did a comparison of the old, and new PDF documents, and there is very little change beyond what I mentioned.

This shit is so ignorant. Who sits around and thinks up Bill's like this. If everyone rode motorcycles even without converters then there would be no smog problem in California. I get 40MPG on my bike. How on earth does this put out more smog then accountants driving around in F250's and suburbans getting 10MPG. WTF
